A total of 30 Chadian employees from CNPCIC's refinery passed their vocational skills examination and received certificates awarded by CNPC, after three months of on-site training at the Yumen Oilfield in China. This is the first time that CNPC has introduced HR vocational skills grading standards into an overseas joint venture and issued vocational skills certificates to employees from overseas.

As the world's largest developing country and the continent with the largest number of developing countries respectively, China and Africa are facing the major tasks of developing their economies and improving people's livelihoods. Talent training is an important part of China-Africa cooperation. Upholding the principles of sincerity, real results, amity and good faith in its cooperation in Africa, CNPCIC has actively responded to the ambitious plan proposed by Chinese President Xi Jinping to train 10,000 inter-disciplinary talents for Africa. It has established an internationalized talents training system that is “targeted, hands-on, and technical”, and organized a vocational skills training program at its Yumen Oilfield. In 2024, a total of 79 employees from overseas were sent to China to join the program. They completed six modules of training, studies and evaluations, covering vocational skills enhancement, cross-cultural communications, safety and emergency response, which significantly improved their skills and capabilities.

CNPCIC has formulated a medium-to-long-term implementation plan for localized development, aiming to nurture all-round local petroleum talents for Chad from the dimensions of modern governance, professional techniques, as well as scientific and educational innovation. Over the past three years, the company has directly and indirectly created more than 6,000 jobs for the Chadian society, with the localization rate of its employees rising continuously. It has also made active efforts to advance management training and production technology training for Chadian employees. Over the past years, the company has sponsored more than 30 Chadian students to study in China to enhance their professional competencies and broaden their horizons. Additionally, CNPCIC has established a long-term partnership with the University of N'Djamena, providing vocational skills training on languages, business management, and HSE for its Chadian employees every year. Such training totaled more than 1,050 classroom hours, covering nearly 200 person-times.

Further efforts of the company include actively promoting cultural integration and people-to-people bond. CNPCIC’s management team regularly visit local employees at production sites to listen to their views and address their concerns. A career ladder system centered on the value of each post has been built to open up the "ceiling" for employees' career development, which has greatly enhanced their sense of belonging and identification with CNPC. In 2023, the company received zero complaints from local employees, and was awarded the “2023 Certificate of Excellence in Corporate Management” by the N'Djamena Labor Inspectorate.
